THIS IS POOR LEGISLATION
We welcome accountability as we believe we meet the highest of animal welfare standards. Registered DOGS Victoria breeders follow a strict code of conduct, we operate ethically. We don’t welcome poor legislation which does the opposite of what it intends.
The Domestic Animals Amendment (Puppy Farm and Pet Shops) Bill 2016 was designed to try and control puppy farmers, now the government are now trying to apply it to small scale hobby breeders – the type who breed occasionally, and in a home environment.
It is to be administered by local Councils, who have obligations under planning laws, to keep dog breeding out of the home, and into rural environments with kennels. In many local Councils, they have their own local policies designed to reduce or eliminate any dog breeding entirely in their municipality, particularly in residential areas.
GET THE BILL RIGHT
The result of that is Domestic Animals Business (DAB) permits are very rarely approved for dog breeders, in fact some Councils have stated they won’t approve any. They require quite harsh conditions on keeping dogs in kennel environments.
Unethical puppy farmers will do anything to keep operating and they will find a way. But the decent breeders, who try and do the right thing, most of them won’t be able to continue. We seek to keep puppies to be kept in the home environment to ensure you can get the best, most well socialised, puppy possible.
Help us convince the government to review this legislation so it can do what it intended – stop puppy farmers and ENABLE the right type of breeders to keep on raising healthy, well cared for and socialised pedigree puppies.
